Internet traffic continues to grow tremendously in terms of volume as well as diversity. This development is fueled by increasing availability of high-bandwidth access (both wired and wireless) to end users, opening new ground for evolving and newly emerging high-bandwidth applications. The increasing popularity of IP TV and video on demand services are just two examples. On the network side, capacity may not scale with the demand for bandwidth, thereby forcing network operators and users to improve bandwidth efficiency. At the same time, low-bandwidth applications on the Internet – with traditional telephony as the prototypical example – also become more popular, raising the fundamental concern of the network’s ability to sustain such services at an acceptable quality, as high bandwidth usage may cause significant oscillations in capacity. For wireless access networks these issues are further exacerbated due to inherent capacity limitations of the wireless medium.
The increase in network complexity, as well as the plurality of parties involved in network operation, calls for efficient distributed control. New models and techniques for the control and optimization of networks are needed to address the challenge of allocating communication resources efficiently and fairly, while accounting for non-cooperative behavior.
The workshop targets at research on performance analysis, control and optimization of communication networks, in particular including wired networks, wireless networks, computational grids, peer to peer networks and delay tolerant networks. We especially encourage submission of papers using methodologies from queueing and congestion theory, control theory, game theory, scheduling theory and simulation.
NETCOOP is organized in conjunction with the Euro-NF workshop on “New Trends in Modeling, Quantitative Methods, and Measurements”. It is also held back-to-back with the YEQT-III (Young European Queueing Theorists) workshop on “Scheduling and Resource Sharing in Queueing Networks”. This workshop is scheduled November 19-21, 2009 and will also take place at EURANDOM.
While organized within the framework of Euro-NF, the workshop is open to all interested participants.

Publication in LNCS
The workshop proceedings are being published prior to the workshop -- as hard-copy and electronically -- in the Lecture Notes in Computer Science (LNCS) Series of Springer Verlag, Heidelberg, Germany. All workshop participants will receive a copy of the proceedings (included in the registration fee) during the event.
We solicit submission of full papers that have not been published elsewhere nor are under review by another conference or journal. All submissions will be subject to a full review process. Submissions must include: title, authors, affiliations, abstract (containing between 70 and 150 words), a list of at most five keywords, and meet the LNCS author guidelines at
strictly and without exception, applying a maximum of 15 single-spaced pages. The corresponding author should be identified clearly, including name, position, mailing address, telephone and fax numbers, and e-mail address. Papers can be submitted as Postscript or PDF files via email to the TPC chairs Rudesindo Núñez-Queija (email@example.com) and Jacques Resing (firstname.lastname@example.org).
Best student paper award
An award will be given to the best student paper. For a paper to be eligible the student should be the first author and the work must have been done while he/she was a PhD candidate. In the email carrying the submitted paper, the student should mention his/her candidacy while stating that the aforementioned requirements are met.

There is no registration fee for
all members of
the European Network of Excellence Euro-NF.
For students who are
non-Euro-NF member the fee is 50 euro (early registration) / 100 euro
For other non-Euro-NF members the fee is 100 euro (early registration) / 200 euro (late registration).
The deadline for early registration is October 15.
